High security in place: Police

ITANAGAR, Oct 18: With 12 hour's Capital bandh being imposed by All Nyishi Youth Association (ANYA) on Oct 19, police department and district administration are on their toes as they strategise security measures.
More than thirty government vehicles have been requisitioned by the police department today to ease the movement of security forces during bandh hours, informed SP Capital Devendra Arya, here this evening.
Sharing the security arrangement made in and around twin capital town to ensure peace, SP Capital Complex further added that four companies of paramilitary force (two companies each from CRPF and ITBP) are being deployed along with APP, APPBns and IRBNs to thwart any untoward incident. "Four SP ranked officers will oversee the situation with coordination of district administration" SP said while disclosing that strategic locations and government offices will be given full security during the bandh hour.
However, there have been no preventive arrests so far.
The District Magistrate Mige Kamki has already declared 12 hours bandh by ANYA as illegal.

Pasighat gears up for Stage-
PASIGHAT, Oct 18: Pasighat is gearing up activities for the second stage of smart city challenge.
A consultative meeting was convened by the East Siang Deputy Commissioner Isha Khosla with DDF Consultants (New Delhi), Pasighat Municipal Council and Head of Offices yesterday to discuss various aspects of smart city development plans.
The city/town level plans will be evaluated based on sets of criteria by the officials of Urban Development Ministry, for selection of the top ranking 20 cities for financing in the first round.
Informing that DDF Consultants has been assigned for preparing plans for Smart City in Pasighat, Deputy Commissioner asked the executives of Consultants to take up the Smart City project with their best knowledge and abilities.

The Govt. Higher Secondary School, Chayangtajo is one of those schools where no senior teachers have been posted although the school was upgraded to higher secondary level long ago. There are no senior teachers for English, Hindi, Political Science, History, Economics and Geography.

Compounding the problem of the school was its old infrastructure. The ZPM said that the school buildings constructed decades ago have already started waning for want of renovation.

ITANAGAR, Oct 18: The five days district level peer educators' training under Rasthriya Kishor Suraksha Karyakarm (RKSK) concluded at conference hall of General Hospital, Ziro.
The training modules included growing up, health and happiness, healthy mind and healthy behavior, health and sex education, response to violence and rights of adolescence.
The Ministry of Health and Family Welfare launched the RKSK in 2014 with a vision of providing comprehensive services to the adolescents. The programmme aims to reach out to the adolescents through Peer Educators to guide and help their fellow adolescents to face numerous challenges during the growing up phase. These Peer Educators are the most important link between service providers and the adolescents in the community.

Raid de Himalaya: Lhakpa Tsering
makes history with podium finish
ITANAGAR, Oct 18: Arunachal's Lhakpa Tsering took the 2nd position at the coveted 17th Raid de Himalaya 2015. He was leading the challenge for Team POLARIS, driving a RZR 1000 4Xp.
Raj Singh Rathore, in a turbo charged RZR 1000, brought home the trophy while the nine times Champion, Suresh Rana, also known as the King of the Mountains had to settle for 3rd position.
This was the first time in the history of rally, considered the toughest in the country and among the 10 most difficult rallies/raids in the world, where the attrition rate is more than 75 %, that a non Maruti vehicle clinched the overall top two positions.
Lhakpa TSering dedicated his win to the youth of the northeast.
The 17th Raid de Himalaya 2015 started form the scenic hill station of Shimla in Himachal Pradesh on Oct 10 with more than 150 cars and motorcycles. But little did the participants especially the first timers know what was about to hit them.
The 2000 kms,-
Lhakpa Tsering, a veteran of many rallies stormed into 4th position on day 1 itself clocking the fastest timing in the 3rd stage of the day with Suresh Rana leading the pack.
The treacherous mountain roads with frightening drops from Shimla to Manali was no walk in the park. The first day itself claimed the scalp of last year's winner Amartej PS Buwal and veteran rallyist Sandeep Shrma from Delhi driving for Team Maruti Suzuki when his Grand Vitara caught fire.
The 2nd day which saw 400 km long race to beautiful Dalhousie saw many dropouts. The 3rd day, dash to Srinagar through Chamba district in Himachal was disadvantageous for the Polaris machines as the stages consisted of long sweeping downhill tarmac.
With the brakes heating up on the machines forcing a change in pace, the Vitaras and Gypsys were gobbling up the competition. Samrat Yadav of Chandigarh literally flew off the mountain in front of Lhakpa Tsering and his navigator Venu Ramesh kumar after his brakes failed.
The vehicle plummeted down 200 feet and Lhakpa Tsering, first on the scene of the accident helped stabilize the victims. They were injured but saved due to the high technical safety specification build that a rally car has to pass. Within minutes, they were airlifted to PGIMS, Chandiargh which speaks for the standard of the event.
On the 4th day, the competition moved to Drass in Kargil. The gravel stages from Drass to Umbala Pass and onto Rangdum in the Zanskar region of J&K brought the Polaris machines in the top 4 position again but with Suresh Rana still leading.
It was time to go back to the drawing board for Team Polaris whose Raj Singh Rathore was in second position by now and Lhakpa Tsering in 4th overall.
The 5th day strategy by Team Polaris worked as Suresh Rana who was leading, fell to the immense pressure generated by the Polaris team that he took a deadly topple on the 60th km of the Rangdum stage. But a true fighter as he is, he finished the stage, bruised and battered but not out.
Lhakpa Tsering clipping close, passed him to take a lead of 45 seconds over Suresh Rana by nightfall.

ROING, Oct 18: Remains of what seems to be an American fighter plane of World War-
The debris of the aircraft is scattered over a large area in the jungle near Sidibi Lake, which can be reached after two day's foot journey from Chepe, the nearest village. The village, located at 173kms from Roing can only be reached via foot march, which takes not less than three days.
It is believed that there are 400 Americans who remain unaccounted for since World
War II in Arunachal Pradesh as hundreds of planes and pilots went missing in China-
Mate Miuli, a young boy from Chepe village, informed this correspondent that he has visited the site twice already, the one last one being very recent.
Miuli, as a child, had heard stories from his grandfather about the crashed aircraft.
According to his grandfather, plane wreckage has been lying there even before the earthquake of 1950.
"My grandfather had told me that many of the items like clothing and coins, that were found from the wreckage were handed over to the British at their base at Sadiya before Indian independence", informed Miuli.
On his first visit, Miuli said that he saw a skull in the site, but this time it was nowhere to be seen. "Like many other things, the skull must have been buried deeper into the ground, because of the snow, "he said.
According to Miuli, he brought back some photographs, which he found at the site.
"There are ammunitions, weapons and parachutes. I haven't been able to identify all but there are remains which looks like some kind of war weapons", Miuli informed.
An American is believed to have visited the crash site, some years ago.
In absence of official documents or noting of the plane wreck, there are very sketchy details.

ITANAGAR, Oct 18: Physical fitness and sports are vital components and integral part of our lives. The importance and role of sports and investing on youths is already recognized by the government.
In every five year plan, the Government of India gives special thrust on a particular area of sports for development, such as integration of physical education and sports with formal education in the fifth five year plan. Even the UNESCO has stated that every human being has a fundamental right of access to physical education and sport which are essential for full development of the individual's personality.
Unlike the earlier times, modern games and sports are played in an aggressive and highly competitive manner. Competing with world's best athletes and winning medals in such high level of competition is not an easy task.
Sportspersons need to put lot of hard work to excel in their chosen field besides
encouragement and necessary support from their parents and, of course, the government.
Hence, a clear cut policy is required to look into the well-
After a long wait, the Sports Policy of Arunachal Pradesh has finally been approved by the State Cabinet recently giving a major boost to state's quest for development and excellence in sports. However, an official notification in this regard is still to be issued.
Since the approved copy of the Sports Policy has not been made available so far, one cannot say much about the policy. However, it has been confirmed by the CM's office that the same final Draft Sports Policy was approved almost in toto with few additions.
The Draft Sports Policy, a copy of which was obtained by this reporter, adopts a holistic approach to overall development of sports taking into account youth development, health and social benefits.
Moreover, granting future security of a sportsperson after their retirement is a vital issue that needs to be addressed. It is seen that most of the retired sportspersons, who made the state and nation proud during his/her heydays, end up in abject poverty in later parts of their life, which is a bane for development of sports. The government must look into this serious issue.
The sports policy focuses on the objective of achieving excellence in sports through adoption of several sportspersons friendly programs and policies, such as higher incentives for meritorious sportspersons and coaches, job reservation, out of turn promotion and pension scheme for retired eminent sportspersons.

10,000 kms of roads for North East: Sonowal
ITANAGAR, Oct. 18: The central government has decided to construct 10,000 kms of roads in North East at the cost of whopping Rs. 50,000 crores, said Union Minister of State for Sports and Youth Affairs Sarbananda Sonowal.
Addressing a huge gathering of public, party cadres and workers at Namsai Town Club yesterday, Sonowal informed that Rs 6000 crore out of Rs 15000 crore has been earmarked for Arunachal Pradesh. The Govt. has also planned to connect all the Northeastern states with railways and airways, he said.

Training on Aims, Policy, Rules and organization (APRO) and basic knowledge of scouts and guides fundamentals were imparted to headmaster and principal level trainees by State Training Commissioner, BSG, Sudama Tiwari and Assistant Training Commissioner, BSG, Prafulla Kalita during the programme.
19 trainees from Upper Siang, Kurung Kumey, West Siang, West Kameng and Tawang districts participated in the training.

AEMA says goodbye to its former president Taro Chatung
ITANAGAR, Oct 18: The Arunachal Electronic Media Association (AEMA) bade farewell to its former President Taro Chatung at a function organized at Arunachal Press Club (APC) here today.
He was the founder president of the association.

In his speech, Chatung said that he was very happy to see the upcoming youths showing keen interest on electronic media and some of them striving hard since many years. This is a good sign for development of electronic media in state, he said.
"You may get lot of obstacles in this profession but failure is the pillar of success," Chatung, a veteran journalist and producer of then popular news show News and Views, said.
He also recalled his 30 years of journey in the profession and the various difficulties faced by him during that period.
He appealed to the members to cooperate with new President Kara Guma for further development of electronic media in the state.
Speaking on the occasion, APC president Chopa Cheda encouraged healthy competition among the AEMA members. He also advised them to cooperate with each other for growth of electronic media in the state.
He also felt that the electronic media is still at nascent stage and assured his cooperation with them.
The new president Kara Guma also spoke on the occasion and sought cooperation from the all the members, outgoing executive members of the organisation and APC in addressing the problems of the electronic media.

Don’t confuse the people
The Bharatiya Janata Party (BJP) which has been under fire over controversial remarks of its leaders on Dadri and beef row today cracked whip. Even though a belated action, party president Amit Shah meet Haryana Chief Minister Manohar Lal Khattar, Union Minister Mahesh Sharma, MP Sakshi Maharaj and MLA Sangeet Som and warned them against making such comments that threaten to derail the development agenda of the Modi government. National media also reported that Prime Minister Narendra Modi has expressed "extreme displeasure" over the remarks of Khattar, Mahesh Sharma, Sakshi Maharaj and Sangeet Som.
Even as BJP was carrying out the much needed PR campaign, they received another setback when their ideologue RSS defended the Dadri killing. RSS mouthpiece Panchjanya’s latest cover story defended the killing of Akhlaq Saifi, 52, in Dadri on the night of September 28 over allegation that his family consumed beef. RSS quoted Vedic texts to defend the shameful and brutal murder of an unarmed Muslim man. BJP and its Sangh Parivar affiliates are sending mixed signal to the people of India. While Prime Minister Modi seems concern over communal incident but Sangh affiliates are least bothered. They are continuing with their provocative activities which are harming the image of India. The opposition parties today came out blazing all guns and dismissed Mr Shah's exercise as mere gimmick and hollow formality. The move of RSS to defend Dadri killing, somewhat does justify the opposition criticism. BJP will have to take some harsh measure against its leader as well as Sangh Parivar affiliates to convince people of India about its sincerity and honesty towards communal harmony.

Tamils and Chakma refugees
Dear Editor,
This is with reference to AAPSU’S protest against the SC verdict on the vexed Chakma refugee issue. I am witnessing the protests right from 1977.
No solution was found by the Government of India to this issue. It is very disgusting to note GoI’s lacklustre attitude on such importance issue.
No registration of refugees are done by the authorities, it seems.
In Tamil Nadu, there were lakhs of Tamil refugees from Srilanka who are kept in refugee camps. All these refugees were registered and enrolled. This camp is like a jail and their movements are restricted and police personals were posted to watch their movements. If this is the treatment meted out to the Tamils, I am unable to understand the stand taken by the GOI with regards to Chackmas and Hajongs. Now with this SC verdict, they too will claim citizenship .Our country should not remain a dumping yard for refugees.
If a bonafide Indian requires inner line permit to visit your state, how a foreigner or a refugee can be exempted from it?
What is the stand on this issue by the governments and by the SC? The GoI has to scrap the Bengal Frontier Regulation so as to treat all citizens equal. If ILP system has to be stopped, it will create havoc with the people of the State.

Well, I am neither a political analyst nor crazy about the ongoing political hypes within the state. After all in democracy majority and politics matters a lot to remain in power and chair.
But, when I had to look from a common man’s perspective towards the ongoing political upheavals within our state, I must say that people of Longding district are the most deprived ones due to such political crisis.
The reasons are. Mlas Gabriel D. Wangsu along with Wanglam Sawin was forced to resign from their membership of the Legislative assembly.
The dinner party where the signature for resignation were taken turned out to be the most costliest and poisonous dinner not just for Wangsu but for the entire people of Longding district.
And then there was news circulating about Thangwang Wangham dropping from the Ministry.

Political deadlock and its consequences
Dear Editor,
Through the columns of your esteemed daily, I would like to jot down a few words regarding the present situation of Arunachal Pradesh. Since last few months we have been witnessing political deadlock in the Tuki led congress government, which has led to grinding halt to all the developmental activities of our state.
We have witnessed the dramatic so-
Formation of new pressure groups and underground elements cannot be ruled out. Problems within the state may embolden antisocial groups or external forces to gain influence in our state.
More importantly, the entry of community based organization and various Union in the political affairs of the state is setting a very dangerous trend. The elected representative should be free to choose their leadership and perform their duty accordingly. No unions or organization can dictate the state political affairs. It may lead to slow and gradual disintegration of Arunachal.
Frustrated public whose political voice is suppressed by any influential force may lead to various new demands and rebellion for more autonomy, separate autonomous councils etc.
Therefore, I request the legislators of our state to solve the deadlock immediately. Majority should prevail.

From Arunachal based RSS, I want to know what is there stand on refugee issue. Are they with Indians or the intruders?
To the three MPs, I want to know whether they do think this is the right time and golden opportunities to sacrifice for the peoples and state. Will they resign from their posts to protest against the one sided SC verdict?
And I want to ask the student leaders why they want to leave our beautiful country. This is your country, not the refugees.
Where are the voice and press release of so called societies, NGO and organisations against SC verdict?
